Are solar panels toxic? Is it safe to live near a solar farm?

A white paper from NC State's Clean Energy Technology Center concluded that solar panels and inverters are not known to pose significant health dangers to their neighbors. It identified the most important risks as increased traffic during construction and the danger to trespassers who contact high-voltage equipment, which fencing and signage address. Do panels leak chemicals?
Virginia's Department of Environmental Quality reports that extended stress testing and real-world leaching tests show both common silicon panels and cadmium telluride thin-film panels pose little risk of leaching during operation, removal, and disposal, including after natural disasters. The EPA requires panels to pass a toxicity leaching test before they can go to a landfill (Virginia DEQ).
What happens to the panels at the end?
